If the entire area is like that the local building permit and inspection department may have info on that. Sand is definitely not suitable for the typical wood pier and beam foundation.

    Yes, with some effort with insulation and ventilation, but I doubt you could do it legally. It probably wouldn't meet structural requirements so I don't think any building department would permit it as a living space. Would the neighbors care enough to call in a complaint?
