Let's try this again.
NOAA issued its U.S. Spring Outlook today and for the second year in a row, forecasters predict prolonged, persistent drought in the West where below-average precipitation is most likely.

Went by the two reservoirs between my abodes the other day, both brimming. We had a heap of rain back in October on the west coast, was shaping up to be a wet winter but no such luck. Bit of rain yesterday and a week ago but just enough to keep the grass green a little longer. Nothing more on the horizon.
Last year they were talking desalination plants, pipelines, new reservoirs.. We'll see what they come up with this year.

Be afraid, be very afraid. 
Its a wild guess based on more of your wealth confiscation in the form of "the green new deal"
Managed logging and thinning is what is missing.
The problem with reservoirs is the demand keeps increasing for water and hydro power, but the water supply remains the same, demand is now greater than supply.
