I'm inexperienced. I saw some ideas in this forum, but I couldn't find any comments on what I was thinking: furring strips between joists (high up) with rigid boards just sitting on top of strips flush with top of joists. Bad idea?

Mice and ants love the rigid insulation. I used the Reflectix bubble foil over top of my joists and then installed the plywood deck over it. Three years and no rodents or ants. Just my opinion, but I know others who have had good success with it as well.

Bubble foil really isn't insulation. It may allow for an air gap and air sealing though. Some times that s enough. Air sealing does make quite a benefit.
Really prob no matter what you do to make it rodent and insect "free. You should be covering the whole bottom with plywood and spray foaming any gaps.

this creates another issue of moisture being trapped

Yes, with sparky, needs to breathe. I liked the idea of a nice galvanized mesh with 1/8 or 1/4" holes, crown stapled to underside of floor and rim joist.

Even 1/8in wire mesh will allow bees to get in.

Would it be better to leave an inch gap or so between the plywood sheeting and the rigid ?

We insulated our floor with R30 Rockwool, stapled over with Tyvek to hold it all snug. Then we followed up with 1/4" mesh galvanized wire cloth to keep the critters out. We are on the second winter, and so far we are critter-free.

I used a sandwich of 1/2" CDX, 1" foil-faced rigid foam, 1/2" CDX in my cabin floor in northern NH.
It has worked perfectly for 20 years.
None of my mice either chew it or nest in it. I have a regular population of mice.

That's a good idea. Two sheets of plywood with foam inbetween.
