    ... if the structure is less than 100sq feet and is not on a permanent foundation ie it is movable on wheels or skids, or connected to services ie power, gas or sewer the municipality does not require a building permit nor can they really increase any taxes as they/you don't know when the "shed" etc could be dismantled or moved.
