Local ordinance has a 15ft, one story height limit on sheds, work shops and what not. Would that be measured from the ground, bottom of floor joists, floor? Also, is a loft half the size of the structure with maybe 6ft. at center height considered a second story?

Both questions are a matter of local policy, but in general heights are measured from average natural grade. What the neighbors care about is how high it is off the ground.
An "attic" is a space that does not have standard minimum height for living spaces, which is 7'6" for most rooms and 7' for bathrooms (I think...). I wouldn't call a loft at 6 ft in the center a second storey, but its up to interpretation. Ask the jurisdiction.

Thanks BI, that's about what I was thinking. No neighbors can see it but I am building it with the idea that I may drag it somewhere else later on.

If your going to take on public roads you might want to check dot regs. Bridge heights of possible crossings ect.....
