I have 20 acres in Grafton NY. I am retired at 48 and am considering building a stone tower on my land. I have enough stone that I will never run out and can spend my summers doing this for the next ten years(I couldn't get into golf). My question is, If there is no zoning in Grafton and I keep it under 500 square feet(25 foot diameter) with no plumbing or electric, can I build it as high as I like with no permits or permissions? Any input from this community would be helpful.

Read that entire exemption. I suspect you'll see several problems. The one that answers the question is, max eave height limited to 10'.

You're retired and plan on 10 years of work, an engineer and permit is cheap money in the grand scheme.

Cool tower, I'm amazed how many there are tucked around. I cannot find a limit on height of a 500 foot camp in ny, seems to fall on local zoning of which there isn't any in Grafton. I am definitely consulting a structural engineer for the project, but want to do it without having to ask permission, as a matter of principle.

What makes you think there is no permitting requirements? I just searched that town and found the following site.

I think I would call that guy and talk to him about what you want to do and see what he says. Or just send it and keep your fingers crossed.

Either way should be a cool project. Good luck.

Certainly an ambitious idea.
Fwiw, Ive dug out and moved plenty of rocks in my lifetime...there is NO way Id be going to anywhere close to that amount of work without the proper approvals!
If you haven't watched some u-tube vids on folks who have HAD to dismantle/remove what they had done you should give some a look.
