I need to run a low pressure water line above ground, or possibly buried, about 300'. It looks like the low pressure PEX water is not much more expensive than regular black poly. What are the advantages of each?

FYI in regards to above ground.....I don't believe you are supposed to use PEX where the sun will hit it as it will degrade the pipe.

 That is correct. PEX degrades with direct exposure to UV.
