not a powerful fan, 1 psi lifts 144 pounds per square foot it probably takes 1/10 psi to lift that and you can blow that with your mouth easy but a fan would be better 
the cost is because its all prebuilt and the setup time is 24 hours
if you want a shelter like that you can make it from hardware cloth and spray cement on like spraying a pool for much less cost or trowel it on
less $$ takes more time
that shelter is interesting but the ugliest $30000 ive seen yet
if ugly is ok and you dont need it in 24hours then do it for $300
