  tin snips work, but a small cutting wheel on a grinder or even a dremel will give better results.

  Hacksaw.  Once you get through you can twist the pipe and actually cut it pretty quick.  Tin snips leave a jagged edge sometimes.  Cut as straight as you can and be patient.  IMHO.

  Very fine tooth blade in a power handheld jigsaw. Bosch makes some superb blades for sheet metal. Very noisy.
