I'm over in Albany County and had a heck of a time finding someone - check landscapers - they have the earth moving equipment and may do this.

Also check for companies that move houses. They have the tools/knowledge to do this as well.

Can I ask how old the piers are? What the problem is? Others might learn something from it.
