I'd like to save this non working outside light, not sure if it's the bulb or the transformer/ballast thingy. The bulb isn't marked and I'm getting 110vac at the bulb connections with my vom, is that proper?

OK sorry. I thought they might all be the same voltage. I don't know a thing about fluorescent lights. The fixture is stamped Caster CA-0274. The bulb says L-713 13W/2700. I see those on Amazon but doesn't show what the input voltage is.

Post a pic of the other side. Front.
I don't see a ballast.
That thing in the fixture is a transformer.
It may not be a fluorescent fixture.
Could not find CA-0274.

Here's the front, nothing there but the socket. I figured that was a transformer but it's showing 110ac on the out side. Ill check again

Ah Ha!!!
The base on that CFL bulb is called a G23.
23 mm between pins.
The block between the pins is just a spacer.

I found G23 LED bulbs.
They run off of DC, but shows there are other G23 base bulbs.
You can purchase CFL or Halogen or Incandescent Light Bulbs with a G23 Base.

Are there any markings on the transformer?
Edit: Can you measure AC volts between the two pin socket with your VOM?

Oh, you said in first post that your where getting 110V at the pins.
According to what I found, a halogen fixture has a transformer to step down 110 to 12v AC.

So is there any info marked on the transformer?

Now that we know that G23 base comes with a choice of Incandescent bulbs, you could take the transformer out and splice the wires. I also found LED G23 that takes 110V input. Must have a transformer in the base.

I would take out the transformer, do the splice, and just use a incandescent bulb or LED that takes 110V input.
Keep it simple.

Thanks Dave. Finally got a chance to measure it again today. 110ac at the socket where the bulb pushes in. No markings on the transformer. Doesn't seem to be transforming anything, maybe that's the problem.
